According to the provisions of the Law on Compulsory Civil Liability Insurance for Damage Caused by Motor Vehicles No. 414-XVI of 22.12.2006 (Official Gazette No. 32-35/112 of 09.03.2007), natural and legal persons who own motor vehicles subject to registration on the territory of the Republic of Moldova, including persons entering the territory of the Republic of Moldova with vehicles registered abroad, are required to have motor vehicle liability insurance for damages caused by traffic accidents occurring on the territory of the Republic of Moldova.
Under compulsory motor third-party liability insurance, an insured event is an accident caused by a vehicle whose owner has fulfilled the obligation of compulsory motor third-party liability insurance, resulting in damages:

Insured Event:
Under compulsory motor third-party liability insurance, an insured event is an accident caused by a vehicle whose owner has fulfilled the obligation of compulsory motor third-party liability insurance, resulting in damages:
- both while the vehicle is in motion and while it is stationary;
- due to the accidental detachment of trailers, semi-trailers, or attachments during the vehicle's movement;
- caused by devices or installations with which the vehicle is equipped;
- as a result of accidental leakage, spillage, or falling of substances, materials, or objects being transported;
- during boarding or alighting from the vehicle.
Obligations of the Insured
In the event of a vehicle accident, the insured or the vehicle user is obliged to:
- Take all possible actions to minimize the damages caused.
- Notify the police or other law enforcement authorities about the accident immediately after its occurrence and request the preparation of documents regarding the causes, circumstances, and consequences of the accident.
- Inform SA “MOLDASIG” within 48 hours from the moment of the accident, regardless of the determination of the liable party, and refrain from undertaking independent repair measures.
- Notify the participants in the accident, the injured party, or their representatives about the possession of an insurance policy and provide them with the necessary information about SA “MOLDASIG”.
Discounts Offered:
SA “MOLDASIG” grants discounts of up to 25% on insurance premiums for retired individuals and persons with locomotor disabilities who own motorcycles and cars adapted to their disability.
For compulsory motor third-party liability insurance contracts concluded with legal entities engaged in international transportation of goods and passengers under the TIR-CARNET and INTER-BUS systems, discounts of up to 60% of the insurance premium are granted, provided that international carriers can prove ownership of a Green Card policy valid for 12 months.
When determining the insurance premiums to be paid, SA “MOLDASIG” applies the bonus-malus system, in accordance with the procedure established by the Supervisory Authority, which provides annual discounts of 5%, up to a maximum of 50% over 10 years, for users who have not been involved in vehicle accidents during this period. Conversely, premiums are increased for users who have caused vehicle accidents.
Limits of Liability of SA “MOLDASIG”:
- 1,000,000 MDL – for damage or destruction of property, regardless of the number of persons affected in an accident.
- 1,000,000 MDL – for each injured person in case of bodily injury or death, but not more than 5,000,000 MDL, regardless of the number of persons affected in an accident.
If the extent of damage caused in the same accident to multiple persons, including legal expenses, exceeds the established limit, compensations are granted within the set limit for each injured person, proportionally to the ratio between the maximum limit and the total damages.
In the case of bodily injury or death, insurance compensations are granted both for persons outside the vehicle that caused the accident and for persons inside that vehicle, except for its operator.
For damage or destruction of property, insurance compensations are granted both for damaged property outside the vehicle that caused the accident and for property inside the vehicle, only if:
- It was not transported based on a contractual agreement with the vehicle owner or operator.
- It did not belong to the owner or operator responsible for the accident.
Insurance Contract:
Compulsory motor third-party liability insurance is carried out directly through the conclusion of the insurance contract. The insurance contract request is made by submitting an insurance application addressed to SA “MOLDASIG.”
The compulsory motor third-party liability insurance contract is concluded for a period of 12 months, except for vehicles used in seasonal agricultural activities, those registered with temporary license plates, or foreign license plates.
